California Governor Gavin Newsom recently issued an executive order directing the state Department of Finance to create a Climate Investment Framework. The order notes that while the state has established an ambitious goal of reducing greenhouse gas emissions 40 percent below 1990 levels by 2030, emissions from automobiles and other forms of transportation remain a “stubborn driver” of emissions. The order further directs the State Transportation Agency to reduce transportation-based emissions by reducing vehicle miles traveled by bringing jobs and housing in closer proximity and to “encourage people to shift from cars to other modes of transportation.” The order also calls for the state to leverage its $700 billion pension investment portfolio and assets to advance California’s climate leadership.
Placing jobs and housing in closer proximity has historically proven to be difficult to achieve in California given local governments have much more direct jurisdiction over land use planning than the state. A better approach would be to leverage pension funds to support regional projects by local governments to build much needed modern fiber optic telecommunications infrastructure. Pension funds the patient capital needed for long term investments such as infrastructure. This strategy would reduce commute transportation demand by better connecting California communities and allowing office workers to more easily work from their homes and co-working centers instead of piling onto freeways daily and spewing vehicular emissions. It’s particularly timely as the state’s high housing prices in metro areas drive lengthening commutes as people seek affordable homes often located at the edges of metro areas and beyond. This is where advanced telecommunications infrastructure tends to be the weakest but provides the greatest benefit.

FCC RDOF subsidy rules: USTelecom has no legitimate complaint
USTelecom on RDOF Impact: When the ILEC is No Longer the Carrier of Last Resort - Telecompetitor: The upshot is that while the CAF II auction diverted a relatively small portion of subsidies that would normally have gone to the price cap carriers to other entities, the RDOF has the potential to trigger a more dramatic shift away from the price cap carriers. As the report authors, note, “[c]ompletely shutting off access to federal universal service support to an incumbent in favor of a competitor is a new frontier in the evolution of the support mechanism.” As subsidies for price cap territories go to companies other than the incumbents, “the ILEC should be relieved of all federal and state obligations to provide service in such areas,” the authors argue. (Emphasis added)USTelecom has nothing to complain about here. Incumbent Local Exchange Carriers have no obligation to provide advanced telecom service (ATS) to all premises in their service territories -- only voice telephone service. That's thanks to the U.S. Federal Communications Commission's 2018 repeal of the previous Obama era FCC's Open Internet rulemaking in 2015 classifying ATS as a telecommunications utility under Title II of the federal Communications Act and thus subject to universal service and non-discrimination mandates. The current FCC instead opted to classify ATS as an information service under Title I of the statute, turning the calendar back to 1990 and the days of CompuServe and AOL.

Push back on public option fiber based on fallacious argument utility infrastructure a competitive market
North Carolina considers loosening municipal broadband regulations: In May, Gov. Roy Cooper announced $9.8 million for broadband expansion to rural areas as part of a $35 million initiative to improve internet access across the entire state. Municipal broadband, however, has a troubled history in North Carolina and beyond.The bill cleared the North Carolina House State and Local Government Committee on Wednesday and will move to the chamber’s Finance Committee for a second vote, but industry officials are opposed. Spectrum’s senior director of government relations, Brian Gregory, said the increased competition from public entities would backfire.
“It’s especially troubling for us because our employees and our companies are going to be taxed to have competition against us, and that competition on top of that is also our regulator,” Gregory told WRAL, the NBC affiliate in Raleigh.
The thing is, advanced telecom infrastructure is NOT a competitive market. In fact, it's arguably a failed market because so many people who want better landline connections to their homes and small businesses and are willing to pay for them aren't able to buy them. Investor owned telephone and cable companies must also deal with inherent limitations on what they can invest in modernizing their infrastructures to fiber to the premise. Investors naturally push back when it comes to sacrificing profits and dividends to capital expenditures.

U.S. needs universal FTTP telecom infrastructure as public utility standard
The Benton Foundation has pulled together policy positions
of several Democratic presidential candidates in a blog post, 2020
Candidates Offer Plans to Extend the Reach of Broadband. Of these candidates, only Elizabeth Warren offers a plan for
universal fiber to the premise (FTTP) advanced telecommunications
infrastructure as a public utility. It’s a position recognizing:
- It’s what’s needed to rapidly modernize the nation’s legacy metal cable built for the pre-digital era of telephone and cable TV service to provide the capacity to handle rapidly growing bandwidth demand;
- There isn’t and will likely never be a viable business case for private sector investment alone to achieve this in the foreseeable future due to the high labor costs of building utility infrastructure, and;
- There’s an inherent conflict of interest between private investment and public interests when it comes to modernizing the nation’s telecommunications infrastructure. The public interest is clearly for modernizing to FTTP to enable economic activity, education, medical care and civic engagement. The private investor interest priority isn’t necessarily modernization of telecommunications infrastructure and its positive effects but instead to offer premium, higher margin service offerings based on throughput speed tiers. Warren’s proposal includes throughput speed (symmetric 100Mbs) but only as basic service quality standard.
The goal of universal FTTP as a public utility properly establishes
an infrastructure-based standard for the nation considering only a small
portion of the country has FTTP connections. That’s far behind where the United
States should be in 2019 given that it should have achieved near universal FTTP
at least a decade ago. It’s the right goal
for where the nation is now. Not a geographic or bandwidth-based goal of extending “rural
broadband” or “improving broadband maps.” Broadband and specifically the lack thereof isn't a solution but rather the primary symptom of the lack of FTTP infrastructure and the consequent weaknesses of existing metallic infrastructure. If it reached nearly every American doorstep, "broadband" speeds and maps wouldn't even be part of the lexicon.

A public option: U.S. Senator, presidential candidate Elizabeth Warren proposes $85 billion grant program to bring publicly owned fiber to every American home
U.S. Senator Elizabeth Warren proposes a "public option" bringing fiber connectivity to every American home if elected president. Warren's plan would create a new federal office to provide $85 billion in grants covering 90 percent of construction costs. Five billion dollars would be allocated to grants covering 100 percent of construction costs for middle and last mile fiber builds on Native American lands.
Grant applicants would be be subject to a universal service mandate and be required to offer at least one plan with symmetric 100 Mbps service and one discount plan for low-income customers with a prepaid feature or a low monthly rate. Warren, who is seeking the Democratic Party's nomination as its 2020 presidential candidate, is specifically excluding investor owned companies, making grants available only to electricity and telephone cooperatives, non-profit organizations, tribes, cities, counties, and other state subdivisions. Warren is critical of existing federal infrastructure subsidy programs, complaining they have "shoveled billions of taxpayer dollars to private ISPs" while much of the nation continues to suffer with deficient advanced telecommunications infrastructure and subpar service.
Warren should steer clear of this "broadband speed" trap and avoid the sticky wicket of "broadband mapping" which has largely served to protect the service area "footprints" of legacy incumbent telephone and cable companies by creating controversy and delay. In order to create a true public option, all areas of the nation should be eligible for the grants. Particularly given that the vast majority of households lack fiber connections, with an only an estimated 11 million households out of 126 million having them and 75 percent of the nation's census blocks without them. A nationwide public fiber option would cost considerably more than the $85 billion Warren would ask Congress to appropriate. But it's a good start.

Metropolitanization: Why "rural broadband" misses the mark on America's telecom infrastructure deficiencies
Metropolitan America | Newgeography.com: The rural to urban exodus is well known. It has driven the growth of the largest urban areas from one million residents as late as 1800 to nearly 40 million today. The United States has risen from less than 40 percent urban in 1900 to more than 80 percent today. Other, more affluent nations have experienced similar trends. Even more quickly, China has risen from 19 percent urban in 1980 to 56 percent in 2015 today, according to the United Nations. Even the least affluent nations are urbanizing rapidly.So much of the discussion of deficiencies and disparities in advanced telecommunications infrastructure (ATI) in the United States is framed as a dichotomy between urban and rural areas, invoking comparisons to electrical distribution and telephone infrastructure in the early 20th century. Time has moved on and circumstances have changed. Back then as Wendell Cox explains in his blog post, residential settlement patterns were much more sharply defined as urban or rural.
But the trend reflective of urbanization is the movement of people into metropolitan areas, which include traditional (core) city, suburban and even rural areas. This might best be called “metropolitanization.” According to the US Office of Management and Budget, a metropolitan area is “a geographic entity associated with at least one core … plus adjacent territory that has a high degree of social and economic integration with the core as measured by commuting ties" (Note 1). The core is the largest urban area in the metropolitan area. The peripheries of metropolitan areas, outside the largest urban areas, are largely rural by the Census Bureau definition. In 2010, the majority of the nation’s rural population lived in metropolitan areas, while 90 percent of metropolitan land area was rural. Despite living areas formally designated as rural, residents in the metropolitan periphery more often live an urban, rather than rural lifestyle.
In today's America, that's no longer the case. Metropolitanization has blurred the lines between what was once considered rural and urban. Now on the peripheries of metro areas there are exurbs and quasi-rural areas, an in between type of settlement pattern that has developed in recent decades. They aren't as densely populated as the suburbs and their sprawling housing tracts. But they're more densely populated than traditional rural areas where there may only be 50 to 100 people per square mile. These outlying areas are appealing to homebuyers because they can be seen as within commuting distance of a job center while offering affordable housing at lower prices than in closer in, more densely populated areas.
Metropolitanization has implications for ATI since these exurban areas are often poorly served because they are not seen by dominant investor-owned ATI providers as having high profit potential. However, with metro area traffic congestion increasing making already long commutes longer, ATI can provide the critical infrastructure to enable exurban and residents of other less densely developed areas at the edges of metro areas to work in their communities rather than commute daily to a distant office. That comes with an environmental impact bonus by reducing transportation demand.

5G: Don’t Count on Smartphones to Drive Early Success - TvTechnology: According to the report, a quarter of households (one-third in the U.S.) have become “hyperconnected” with more than 10 connected devices, covering smartphones, tablets, PCs, smart TVs, voice controlled devices and VR headsets. Households worldwide average six connected screens and one third expect to add at least one more screen within the next year.This problem won't be solved by 5G wireless technology. Only fiber to the premise #FTTP can offer the stability and bandwidth needed going forward. The underlying issue is the failure to plan and invest in a timely transition from legacy metallic distribution infrastructure built for the days of phone and cable TV service to fiber. True, many billions will have to be invested. But it's irresponsible to kick the can down the road based on unrealistic hopes that a yet to be introduced spectrum technology will obsolete fiber.
Consumer dissatisfaction over slower than advertised broadband speeds and inadequate TV bundles is prompting one-third of fixed home broadband users to look for alternate providers, Ericsson says. When offered the prospect of 5G home wireless broadband, 8 of 10 who say they want to switch would consider supplementing or outright replacing their service.

It's a perfectly sensible policy. But it can't meet the urgent need to rapidly replace obsolete copper cable built for the period of analog voice telephone service with fiber to the premise. It will have to go on utility poles where buried conduit does not exist.
"It is enormously expensive to rip the road on your own," Ametsreiter said, suggesting that Germany looks at how broadband is rolled out in Spain and Portugal, where the state invests in the infrastructure, laying empty pipes, just as it builds highways.
Then when future road restoration or other trenching projects are undertaken and conduit installed, the aerial fiber can then be retired. Additionally, there are lower cost methods to deploy aerial fiber near energy lines such as lightweight All-dielectric self-supporting (ADSS) cable that can speed aerial deployment.
Another option is microtrenching provided the road surface is sufficiently thick with a stable base. But it must be ensured the microtrench slot is deep enough lest the conduit be forced out of the microtrench as Google Fiber recently learned to its dismay in Louisville, Kentucky.

B.S. rationale for yet more "broadband study" instead of telecom infrastructure modernization
Klobuchar, Capito Introduce Bipartisan Legislation to Measure the Economic Impact of Broadband - News Releases - U.S. Senator Amy Klobuchar: WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Shelley Moore Capito (R-WV), co-chairs of the Senate Broadband Caucus, reintroduced the Measuring the Economic Impact of Broadband Act. While the federal government measures the economic impact of many industries, it does not produce current, reliable statistics on the economic impact of broadband on the U.S. economy. Accurate, reliable data on the economic impact of broadband and the digital economy is a valuable tool for policymakers and business leaders and many research institutions, state broadband offices, and trade associations have highlighted the need for this data. The Measuring the Economic Impact of Broadband Act would require the Bureau of Economic Analysis in consultation with the Assistant Secretary of Commerce for Communications and Technology to conduct a study of the effects of the digital economy and the adoption of broadband deployment on the U.S. economy.
“In the 21st century economy, broadband is a critical force for creating jobs, leveling the playing field, and increasing opportunity,” Klobuchar said. “This bipartisan legislation will ensure that we have more reliable, publicly available economic data in order to make informed decisions about expanding broadband, connecting our communities, and keeping us competitive in an increasingly digital world.”
The purported rationale for this data hunt is utter bullshit. And likely proffered at the behest of big telephone and cable companies whose motive is to further delay America's badly needed modernization of its legacy metallic phone and cable TV infrastructure to fiber and allow them to continue to redline neighborhoods for advanced telecom service. Let's hold off building while we collect more data and do further study.

As progressive the term "Fourth Industrial Revolution" sounds, it's really regressive
Powering the Fourth Industrial Revolution with 5G | About Verizon: The arrival of 5G – the next generation of wireless networks – unleashes an opportunity for smart cities to take full advantage of the Fourth Industrial Revolution, where everything that can be connected will be and the full force of transformative technologies like artificial intelligence and autonomous vehicles will permeate where we live, work and play. What 5G delivers that 4G and earlier networks cannot are the blazing speeds and ultra-low latencies (data transfer delays) that allow massive amounts of data to be relayed between connected devices, systems, and infrastructure in near real time. In other words, 5G enables the super-fast response and data analysis that can allow driverless cars, cloud-connected traffic control, and other sensor-laden smart city applications to truly thrive.As progressive as Verizon's use of the term "Fourth Industrial Revolution" might sound, it's really regressive. In the 20th century, the Industrial Revolution represented a major phase in settlement patterns, bringing masses of people to cities to work in centralized offices and factories. In the latter half the century, automobiles, cheap motor fuel and telephones sparked a second migration to the suburbs -- and with it daily commuting that now in 21st century is overloading 20th century era transportation systems and creating choking traffic congestion encompassing urban centers and suburbs.
Verizon and other telecom companies are talking up the potential of information and communications technology (ICT) and specifically a developmental 5G wireless technology to reinforce the metro commute pattern. Instead of a more progressive use: to replace it by more widely distributing knowledge work and other economic activity beyond costly and congested metro areas. That's truly a revolutionary use of ICT with far greater potential to improve people's lives.
The short term business models of Verizon and other investor owned telcos can't fully support that large scale deployment of advanced telecommunications infrastructure (ATI) because it would require significant long term investment in fiber optic cable serving homes and businesses in less densely populated areas of the United States. Lower population density means slower return on infrastructure investment that isn't tolerable to their shareholders. That's why a publicly funded and owned model of ATI is needed.
3 ways Trump administration telecom infrastructure proposal falls short
White House to unveil latest 5G push and rural broadband initiative - The Verge: President Trump and Federal Communications Commission Chairman Ajit Pai are expected to announce the administration’s latest plans to ensure US leadership in 5G and expand high-speed broadband access to rural areas across the country. On Friday morning, the FCC announced a new plan to roll out high-speed broadband to rural communities through the creation of the commission’s new Rural Digital Opportunity Fund. According to the FCC, the fund will “inject” $20.4 billion into broadband networks to connect up to 4 million rural homes and businesses with high-speed broadband over the next decade. “This is a critical tool towards closing the digital divide and will provide some of the critical infrastructure to connecting rural Americans with 5G technologies,” Pai said.
This isn't going to timely solve the America's problem of an urgently needed upgrade of its legacy metallic copper and coax telephone and cable TV plant of the 20th century to fiber to the premise for the 21st. The scope of which can't be narrowly described as a "rural broadband" issue. Rather than a simple plan to construct the necessary fiber, it follows previous subsidy program flaws:
- Inadequate funding relative to construction costs dispersed over time frames far too long to catch the nation up to where it should be on telecom infrastructure modernization. A couple of billion dollars a year won't go far in a nation as large and diverse as the United States. A Deloitte study concludes the nation needs to invest $130–150 billion in "deep fiber" between 2017 and 2023-25 to provide sufficient bandwidth for premise and mobile wireless services.
- Additional subsidies to legacy phone and cable companies with no universal service, quality or price strings attached.
- Continued use of a speed versus technology definition of advanced telecom infrastructure that permits subsidization of metallic plant and and substitution of wireless infrastructure including still under development 5G wireless.

"Amying" low: Klobuchar telecom infrastructure plan retreads incremental "broadband" strategies instead of ensuring universal fiber

Presidential candidate Sen. Amy Klobuchar (D-MN)'s plan retreads failed approaches that rely on defining America's advanced telecom infrastructure challenge as a "broadband" issue. The solution in that context is creating better "broadband maps" (what for?) and giving money to legacy incumbent telephone and cable companies to boost "broadband speeds." Rather than doing what's truly needed: building fiber to every American doorstep -- that should already be in place now -- and will be needed going forward into the 21st century.

Blair Levin misses key distinction on advanced telecom infrastructure
A broadband agenda for the (eventual) infrastructure bill: Governors have internal agencies and incentives for spending federal discretionary funding on traditional infrastructure sectors like water, sewer, and roads, a point missed in the White House’s argument that money would flow to rural broadband. If we want universal connectivity, the reality is that we need dedicated funds.Blair Levin's right. But he misses a crucial distinction. Current U.S. policy regards advanced telecommunications infrastructure not as infrastructure per se but rather as a commercial enterprise of selling "broadband" bandwidth to individual customer premises. Expanding it has thus involved tossing token sums (millions for infrastructure that costs billions) to mostly incumbent legacy telephone companies with no real strings attached and no universal service mandate -- unlike subsidies for analog voice telephone service over copper in high cost areas.
And since the focus has been on bandwidth, the debate over subsidization has bogged down over what constitutes adequate bandwidth -- a debate in which Levin has found himself mired in the rest of his piece. It's absurd since bandwidth isn't static and demand continues to grow rapidly with various connected devices and high definition video. Tragically, as the years long controversy over bandwidth adequacy continues, the United States continues to fall further behind where it should be: having fiber connections to every address and not just a select few. That is a real, solid definition of universal service.

Time to abolish the term "broadband" and progress to AT or IP
PUD plans internet questionnaire: Survey part of strategy to expand broadband | Peninsula Daily News: Community member Tom Thiersch said that the terms “broadband” and “high-speed” were used randomly and interchangeably in the survey. He felt the demographic questions were invasive and served little purpose. He said he would provide a marked-up copy of the survey for commissioners to review. Thiersch added that the survey responses will be part of the public record and subject to disclosure. Randy Trost, senior broadband consultant with Magellan — which was selected in December to provide planning services to the PUD, funded with a grant from the Community Economic Revitalization Board — told commissioners that broadband has several definitions. “The term broadband has become a little broad, no pun intended,” Trost said. “Someone who only has dial-up considers it broadband. The FCC has its definition. Everyone uses broadband differently."
A good argument to abolish the term "broadband." It's become an overused, misunderstood term overly prone to BS usage and the incumbent telco and cableco agenda to keep people fixated on throughput speed (so service can be sold in speed tiers) instead of modernizing legacy metallic infrastructure to fiber to the premise (FTTP). The term came into common use in the 1990s to differentiate it from narrowband, dialup and ISDN connections. Advanced telecommunications and Internet protocol (IP) telecommunications are more accurate descriptors. Or AT or IP for short.
Speed tests, "broadband surveys" no longer make sense in 2019
PUD plans internet questionnaire: Survey part of strategy to expand broadband | Peninsula Daily News: Commissioners aim to help expand access to broadband infrastructure throughout the county and will gather information though a survey of customers March 19-25.
“We are going to be getting more information on what internet and what broadband access is available in Jefferson County,” said Will O’Donnell, PUD communications manager. “We will be doing a survey of the county’s households and businesses to find out how they are using the internet, what kind of access they have and what kind of speeds they have,” he said. Denver-based Magellan Advisors worked with PUD staff and members of the Citizens Advisory Board broadband subcommittee to develop the fact-finding questionnaire that will be made available to customers through an online portal. A link to a speed test is part of the survey along with questions about cost, what the internet is used for and how reliable it is.
These kinds of surveys and "speed tests" might have made sense a generation ago when IP-based telecom was a novelty and people "went online" to browse websites and retrieve email. It would have been prudent to determine people's needs and preferences around a newly emerging pre-utility service before making plans to build it.
In 2019, it's antiquated, backward looking and no longer makes sense for future telecom infrastructure planning. Fiber to the premise (FTTP) is the infrastructure standard and not prone to throughput speed limits like earlier, metal cable technologies. Now that so much communication has migrated to Internet protocol-based services (voice, data and increasingly HD and UHD video) consuming an ever growing amount of bandwidth, there is no question about it.

"Broadband maps," mobile speed tests won't fix America's telecommuncations infrastructure deficiencies
NACo, Rural LISC and RCAP announce Bridging the Economic Divide Partnership: WASHINGTON, DC — The National Association of Counties (NACo), the Rural Community Assistance Partnership (RCAP) and Rural LISC (Local Initiatives Support Corporation) have partnered to address the critical need for affordable high-speed internet for rural communities across the country. Together, the three organizations developed a mobile app that gives mobile phone users the power to accurately identify areas with low or no internet connectivity and share that information to push for change. Armed with that data, the organizations will advocate for adequate funding for broadband infrastructure across the country.America's telecommunications infrastructure crisis is not due to lack of accurate data. Nor will more granular data promote the needed investment to fix it. Identifying the holes in its deplorable swiss cheese advanced telecom infrastructure -- be it by government sanctioned "broadband maps" or mobile speed tests -- won't remedy them because no one is out looking to fill them. Only government investment in the infrastructure can because there is no business case for private sector, investor owned providers to do so.

Municipal broadband internet: The next public utility? | Smart Cities Dive: “Indeed, according to new data, over half of these municipal fiber systems fail to bring in enough revenue to cover their ongoing operating costs, bleeding red ink every day they operate and falling further and further into debt,” McAuliffe, who is also federal affairs manager at the conservative Americans for Tax Reform organization, wrote. “These bad investments crowd out other needs and, in the worst case, can put a city’s financial solvency at risk.”
This warning is grounded in the paradigm of so-called "take rate risk:" that too few premises will subscribe to advanced telecom connections. It's predicated on the now two-decade-old view of advanced telecommunications over Internet protocol as a cutting edge, luxury service that would be shunned by many. That's no longer the case. The expectation now is there be landline connections as common as voice telephone connections were in most of the 20th century. Particularly now that they deliver such a wide array of voice, data and video services. And unlike private sector, investor owned providers wholly reliant on subscription revenues, governments have other forms of financing available to them to build and operate advanced telecom networks.
The more real risk public sector owned advanced telecom projects face now is faulty financial planning and poor project management that leads to cost and budget overruns -- a common problem that many public works projects encounter. These can be managed by employing best practices and fails to support the view expressed here that only private sector, investor owned entities are competent to own and operate advanced telecom networks.

Municipal broadband internet: The next public utility? | Smart Cities Dive: Despite many cities and counties looking to put together a municipal broadband initiative of their own, there remains strong opposition from telecom companies, as well as concerns over cost. While the CTC report found that municipal internet in Seattle is feasible, it also raised concerns about the price tag of the project, which is complicated by the fact that SCL cannot assume additional financial risk and so would need guaranteed payments to cover operations and maintenance.
The legacy incumbent investor owned telephone and cable companies have been conservative in modernizing their infrastructures to fiber and building out to reach every customer premise in their nominal service territories. It goes back two decades to the late 1990s when telephone companies offered digital subscriber line (DSL) as a luxury upgrade over standard sluggish dialup service. Soon thereafter, cable companies offered IP telecom services as an extra cost add on to create more lucrative service bundles beyond their traditional TV programming.
Naturally, these companies wanted to offer a high end upgrade product only where there were a sufficient number of densely developed neighborhoods with incomes high enough they would be a good bet to sign up. Those neighborhoods deemed too risky are redlined -- where too many of them remain today with some 19 million Americans lacking access to landline connections according to current U.S. Federal Communications Commission data.
Now a tipping point may be at hand. Instead of being regarded as a luxury service as in the past, IP telecom service delivering voice, video and data is widely becoming viewed as a basic utility like voice telephone service was before it, with nearly every home, school, business and institutional building expected to have a landline connection. That shifting expectation alters the risk picture for investing in building universal fiber to the premise #FTTP. If most everyone will take the service, the risk of not generating sufficient revenues to cover capital and operational costs of the infrastructure decreases considerably. Particularly if it's offered at single price point affordable by most rather than costly, confusing and misleading offers that plague today's IP services. Yes, potentially lower ARPU, but a lot more end users to spread out the costs. And there should be subsidies for low income households; it's better they pay something rather than nothing because they can't afford it.
The public sector is beginning to see things as this story suggests. It has a major advantage over investor-owned ISPs in having access to far more patient capital that does not demand a rapid return on investment. Public sector owners of advanced telecom infrastructure also have an advantage in having more broad-based incentives to get it built in the form of what Paul de Sa, former head of the U.S. Federal Communications Commission's Office of Strategic Planning and Policy Analysis, termed "positive externalities" in a white paper since retracted by the current FCC. That's an economic term referring to the beneficial, knock on impacts on economic activity, healthcare, property values and local tax bases, education, and transportation demand reduction when most every premise can get connected to modern, advanced telecom infrastructure.
That's not to say there's no role for investor owned players. They know how to build and operate advanced telecommunications networks and should partner with public sector owners to bring the United States to where it should be amid explosive demand that shows no signs of slowing down.

U.S. falling well short of 2010 National Broadband Plan goal of 100 million homes passed by fiber next year
Small Fiber Builders Making an Impact | POTs and PANs: The research firm RVA, LLC conducted a study for the Fiber Broadband Association looking at the number of homes and businesses that are now passed and/or served with fiber. The numbers show that smaller fiber providers are collectively having a big impact on the industry.
RVA found that as of September 2018 there were 18.4 million homes with fiber, up from 15 million a year earlier.
Goal #1 of U.S. 2010 National Broadband Plan: 100 million homes have affordable #FTTP connections by 2020. With less than a year to go, it appears highly unlikely to be achieved.

U.S policymaking on Internet infrastructure began shortly before the Internet was decommissioned as a government-run network in the mid-1990s. In 1993, the Clinton administration issued a policy framework titled The National Information Infrastructure: Agenda for Action.[i] It called for the construction of an “advanced National Information Infrastructure (NII),” described as “a seamless web of communications networks, computers, databases, and consumer electronics that will put vast amounts of information at users’ fingertips.” Development of the NII, the document stated, “can help unleash an information revolution that will change forever the way people live, work, and interact with each other.” For example:
· People could live almost anywhere they wanted, without foregoing opportunities for useful and fulfilling employment, by “telecommuting” to their offices through an electronic highway;

· Services that improve America’s health care system and respond to other important social needs could be available on-line, without waiting in line, when and where you needed them.
Among its nine principles and goals, the policy called for extending the universal service concept to ensure that information resources are available to all at affordable prices. “Because information means empowerment, the government has a duty to ensure that all Americans have access to the resources of the Information Age,” the policy declared.
In addition to this policy document, the Clinton administration sponsored legislation championed by then Vice President Al Gore, who foresaw the coming role Internet-based telecommunications would play in the future. The Telecommunications Infrastructure Act of 1993 created a framework for its integration with the Communications Act of 1934.[ii] The legislation, which was not enacted and died in Congress, included several findings. The first three findings stated that:
(1) it is in the public interest to encourage the further development of the nation’s telecommunications infrastructure as a means of enhancing the quality of life and promoting economic development and international competitiveness;
(2) telecommunications infrastructure development is particularly crucial to the continued economic development of rural areas that may lack an adequate industrial or service base for continued development;
(3) advancements of the nation’s telecommunications infrastructure will increase the public welfare by helping to speed the delivery of new services, such as distance learning, remote medical sensing, and distribution of health information.

U.S. losing its build big moxie: telecom infrastructure modernization case in point
Can America Still Build Big? A California Rail Project Raises Doubts - The New York Times: The need for increased infrastructure investment has been one of America’s few remaining bipartisan issues, although left and right differ over whether public money or private money would finance it. President Barack Obama made reinvesting in roads, bridges and power plants a cornerstone of the 2009 economic stimulus package, and during the 2016 presidential campaign seemingly the only disagreement Hillary Clinton and Donald Trump had on infrastructure was about which of their administrations would spend more on it. The issue unites truckers and train buffs, unions and Wall Street, economists from the left and right.
And yet, when it comes to spending the money — and actually getting things built — very little progress has been made. Following a brief spike during the recession, government investment has hovered around 3.3 percent of gross domestic product for the past few years, which is the lowest since the 1940s. In the meantime, roads, bridges and train tracks have gotten steadily older while proposals for new projects are delayed by political intransigence and legal delays.
The failure of the United States to timely modernize its legacy metallic telecommunications infrastructure built for the analog age of telephone and cable TV to fiber optic technology for the digital age is a pertinent example. Federal, state and local elected representatives uniformly proclaim the need is great with many at the state and local level saying it's the number one topic of constituent contacts. It's a major disconnect between what's needed and what's actually being built, reflecting the loss of America's moxie to think big and act big.
Meanwhile as the phone and cable companies incrementally upgrade their legacy infrastructures in search of high margin luxury "broadband speed" rents instead of bringing fiber to every doorstep as was the case with phone service, the nation is already a generation late and falling further behind where it should be in 2019. Fiber connections should have reached every home, school, business and government building by 2010 at the latest. The title of author Susan Crawford's recently published book Fiber: The Coming Tech Revolution―and Why America Might Miss It points up the tardiness of this vital infrastructure reboot. It's not just a hypothetical. As Crawford's book notes, compared to other nations it already has.

Pennsylvania: Another underfunded, sloganistic statewide universal service initiative
Governor Wolf makes case for statewide broadband to support education - WFMZ: Restore Pennsylvania is an infrastructure initiative funded by the monetization of a severance tax. Restore Pennsylvania would invest $4.5 billion over the next four years in projects throughout the commonwealth. The initiative would address five priority infrastructure areas including high speed internet access, storm preparedness and disaster recovery, downstream manufacturing, business development, and energy infrastructure, demolition, revitalization, and renewal, and transportation capital projects.
States cannot achieve universal advanced telecom service with these kinds of woefully underfunded, sloganistic initiatives. There simply won't be enough money if the pot is shared with other infrastructure needs as it is here. In a state as large as Pennsylvania, it's doubtful there would be enough even if the entire sum was dedicated to telecom infrastructure. This is too big of a job for states to tackle on their own. The federal government must lead.
A hybrid model of medical care would also be good for telecommunications
Health Care Spending In The US And Taiwan: A Response To <em>It’s The Prices, And A Tribute To Uwe Reinhardt</em> | Health Affairs: Uwe Reinhardt And Taiwan’s Single-Payer Health SystemAs with health care, the Americans pay more and get less value than other nations for telecommunications services. In a parallel with advanced telecom services, many Americans find needed medical care inaccessible or unaffordable. The late health care economist Uwe Reinhardt's prescription for Taiwan was putting the government in charge of the financial side of medical care while allowing the private sector to do what it does best: providing care.
In 1989, as a high-level government adviser to Taiwan when it was planning to implement universal health insurance, Uwe boldly recommended a single-payer system. Taiwan’s government accepted this recommendation in 1990 and implemented its single-payer National Health Insurance (NHI) in 1995.
Uwe based his recommendation on three policy considerations. First, a single-payer system is effective in controlling cost; this was a major policy goal of the government as health spending in Taiwan was growing rapidly. Second, a single-payer system is equitable: coverage is universal and all insured are treated equally regardless of ability to pay or preexisting conditions. Third, a single payer system is administratively simple and easy for the public to understand. The NHI has achieved all three policy goals. Uwe also suggested that Taiwan retain its predominantly private delivery system. He believed that the private sector has an important role to play in a nation’s health care system. As long as financing and payment were within the purview of government, a mixed delivery system of private and public providers could work well within a single-payer framework. Taiwan’s experience has shown this to indeed be the case. (Emphasis added)
The United States should do the same for another essential and high cost service: telecommunications. Let the telecom providers do what they do best -- planning, building and operating networks -- and relieve them of the burdens of infrastructure finance and ownership. Their weaknesses here have led to widespread infrastructure deficiencies, market failure and poor value service offerings. Hybrid models get around the winner take all, win-lose dynamics and allow providers and consumers to both benefit.

Industry observers are skeptical of this scenario, noting next generation wireless service requires the construction of substantial new fiber infrastructure to support it, significantly weakening the investment case.
Pai disagrees, arguing that sufficient fiber infrastructure is already in place to move ahead with deployment. "Part of the reason is, in terms of the possibilities of fixed wireless, given the fiber penetration that some of your members have," he told the NTCA-The Rural Broadband Association in New Orleans earlier this week. Pai urged the group to "think broadly" about "how to extend this great fiber penetration you’ve got."

Generation into IP telecom era, AT&T still has no durable, scalable premise service delivery infrastructure
AT&T Does a Flip Flop on Fixed 5G, Now Sees It “Unequivocably” a Landline Broadband Replacement - Telecompetitor: “As we look at 5G will you have enough capacity to have a good broadband product that serves as a streaming service for all of your DIRECTV NOW, your Netflix, et cetera?” asked Stephenson in a SeekingAlpha transcript of today’s earnings call. “I absolutely am convinced that we will have that capacity, particularly as we turn up millimeter wave spectrum. That’s where the capacity and the performance comes from and that’s where you’ll begin to see a broad – a true replacement opportunity for fixed line broadband. So I have little doubt that in the three to five year time horizon you’ll start to see substitution of wireless for fixed line broadband.”
The concerns that Stephens expressed last year related primarily to the cost of backhaul to support 5G fixed wireless. Stephens apparently also was envisioning fixed 5G wireless being deployed in the millimeter wave spectrum band. Millimeter wave spectrum will support the highest broadband speeds, but over relatively short distances. Hence there is a need for dense backhaul infrastructure.
It is unclear what has caused the company to have a change of heart about the prospects for an AT&T fixed 5G wireless offering. Interestingly, however, the company recently released a policy paper touting the potential of using its AirGig fixed broadband technology in combination with 5G. Although the paper doesn’t provide details, perhaps AT&T is looking at the possibility of using AirGig to provide backhaul for fixed 5G.
A generation into IP telecom era, AT&T has no proven durable premise service delivery infrastructure easily scalable throughout its service area as its 1990s DSL over copper outside plant goes obsolete. AirGig remains an experimental technology. And the millimeter wave frequencies used by 5G can't penetrate objects.

Broadband Communities – News & Views / GVTC Launches New Fiber Internet Tier Structure in Texas: SMITHSON VALLEY, TX — GVTC, a fiber communications provider internet, digital cable TV, phone and interactive home security monitoring to residential and business customers in far north San Antonio, the Texas Hill Country and South Central Texas, is simplifying its fiber-to-the-home offerings with a new fiber internet tier structure. GVTC launched brand new fiber internet plans that feature standard download speeds of 250 Mbps in its fiber-to-the-home areas. In addition, upgrades to 500 Mbps and 1 Gbps are offered, all three plans featuring 250 Mbps upload speeds as well. New plans are available to both new and existing customers.Despite the availability of fiber to the premise advanced telecom service in these areas, there is a continued misleading and overly broad description of America's telecom infrastructure deficiencies as a "rural broadband" issue. They've also been inaccurately compared to the lack of electric power infrastructure in the early 20th century when these same areas were completely unwired and left in the dark. Electric power infrastructure was truly a rural problem then because it didn't exist outside urbanized areas. Advanced telecom infrastructure by contrast is deployed in a far more granular manner by investor owned providers that cherry pick nominally rural neighborhoods where they believe they can earn the fastest return on investment and redline the rest.

Oregon opens broadband office to connect rural residents: Spokesmen from the governor’s office told StateScoop the office would essentially serve as a policy and planning hub, responsible for coordinating a statewide strategy and securing funding to ensure everyone in the state has access to high-speed internet. In Oregon, some communities in urban areas have less broadband access than others, but the issue primarily affects rural communities outside of the state’s more populous western cities.
Given the above mission statement, the office would have to include a major federal lobbying function to secure the billions needed to achieve universal advanced telecom service. And especially considering the state's budget allocates just $5 million for infrastructure projects, an amount that won't go very far statewide.

CenturyLink Down, Not Working? Nationwide Outages Reported By Users
When the Internet was created in the 1960s by the U.S. Defense Department's Advanced Research Project Agency, it was designed to be "self healing." That means if one part of the network is taken out (in DARPA's scenario, a nuclear strike on one or more American cities), the network routes around the damaged areas and keeps functioning as a "network of networks."
As legacy telephone and cable companies became Internet Service Providers using the Internet protocol technology to deliver voice, video and data telecommunications, the survivability and redundancy built into the Internet has weakened. Too much of their network operations functions are centralized, rendering their entire national networks vulnerable to a single hardware or software glitch as shown by today's most recent outage taking down much of CenturyLink's network.
The lesson here for policymakers and regulators is the United States needs to ensure the advanced telecommunications services the Internet transports must be designed and managed to build on the original resilient design of the Internet. That could mean reducing the role of private sector, investor owned players like CenturyLink that are naturally inclined to limit network operational capabilities in order to avoid the expense of managing multiple and redundant network assets.
While technically more complex, given their vital role advanced telecommunications should be as solid and reliable as basic analog voice telephone service that preceded it.

To be eligible for a 100% grant, the service area must be rural and 100% of the households must lack sufficient broadband access.These funds are apparently targeted to truly rural America where they'll make only a slight dent in advanced telecom infrastructure deficits. They won't help in much of the United States and particularly exurban and metro edge communities where redlining by investor owned ISPs is commonplace.
