Microsoft dusts off TV white spaces wireless tech with "Rural Airband Initiative"

Microsoft proposing $10B program to bring broadband internet to rural America | The Seattle Times: Microsoft is set to propose a $10 billion program to bring broadband internet to the rural U.S., an economic-development program aimed at a core constituency of the Trump administration. The plan, which calls for corporate and government cash, relies on nascent television “white-space” technology, which sends internet data over unused broadcast frequencies set aside for television channels.In an event scheduled for Tuesday in Washington, D.C., Microsoft is to propose using the technology it helped develop as a cornerstone of an effort to connect the 23.4 million Americans in rural areas who lack high-speed internet access.
Ten years ago, Microsoft along with Dell, EarthLink, Google, HP, Intel, and Philips Electronics formed the White Spaces Coalition and submitted a prototype wireless Internet protocol-based telecom device to be tested by the U.S. Federal Communications Commission. The White Spaces Coalition hoped have the device approved for use when analog TV broadcasts ceased in February 2009 in favor of digital transmission, using unused portions of the television broadcast spectrum, 2MHz to 698MHz. The technology never came into widespread use in the decade that followed. According to this story in the Seattle Times, Microsoft’s Rural Airband Initiative seeks to deploy the technology with telecommunications industry partners in a dozen states by 2018.
 
TV white spaces technology isn't being held out as a panacea for the many neighborhoods redlined by incumbent landline telephone and cable companies that are found immediately adjacent to neighborhoods that are served by them. It's specifically targeted to areas with between two and 200 people per square mile, according to a Microsoft blog post. Fixed terrestrial wireless and "limited" fiber to the premise should be deployed in communities with a density greater than 200 people per square mile, according to the post, and satellite should be used to provide service in very sparsely populated areas with a population density of less than two people per square mile. Currently, however, satellite is found in much more populated areas that lack landline infrastructure and provides a far inferior level of service than can be provided by landline infrastructure.

Microsoft's TV white spaces plan faces a number of obstacles mentioned in this New York Times story. They include the high cost of the devices to deliver it, longstanding opposition from the TV broadcast industry concerned about possible interference and limited bandwidth inherent in any advanced telecom technology based on spectrum. There's a larger downside as well: looking to technologies that have limited and unproven track records for delivering advanced, Internet protocol-based telecommunications. It's happened before with Broadband Over Power Lines (BPL), which was first touted in the mid-2000s (around the same time as TV white spaces), G-Fast (souped up DSL) and more recently, AT&T's experimental AirGig technology. None have proven to be lower cost replacements offering the same bandwidth capacity and reliability that fiber to the premise (FTTP) technology provides.

Coming on the heels of a Deloitte white paper declaring building out fiber a U.S. national infrastructure imperative, Microsoft's proposal underscores the poor public policy and planning that brought the nation to where it is today with widespread telecommunications infrastructure deficiencies and disparities. TV white spaces might have made sense as a planned transitional technology on the road to universal FTTP. That it's being hauled back out 10 years after it debuted reflects a desperate, on the cheap strategy borne out of the landline infrastructure deficiencies and disparities rather than a transitional strategy.

2008 a pivotal year for wireless broadband

The year 2008 will be a pivotal one that could mark the beginning of the end of the duopolistic hold the telcos and cable companies have over broadband Internet access marked by widespread market failure and lack of competition.

The Federal Communications Commission is set to make key decisions this year that determine whether broadband will be delivered over the air and provide the much needed wireless "third pipe" for broadband delivery starting in 2009.

The FCC is currently auctioning off portions of the 700mhz spectrum that could carry both mobile and fixed broadband services. The agency is also testing revamped prototype devices
developed by a consortium including Microsoft, Google, Dell, HP, Intel, Earthlink and Phillips that would transmit broadband signals at speeds reaching as high as 80Mps that would blow nearly all existing U.S. wireline broadband providers out of the water.

The White Spaces Coalition's prototypes failed the first round of testing last year. The coalition hopes to prove the prototypes, which transmit on unused portions of digital TV broadcast frequencies, won't interfere with TV signals.

FCC to retest white spaces devices

The Federal Communications Commission will retest several prototype devices developed by a high tech consortium to transmit long range wireless broadband over unused portions of the TV broadcast spectrum called "white spaces," Broadcasting & Cable reports. The devices failed testing earlier this year to determine if they would interfere with TV and wireless microphone signals.

The devices developed by the White Spaces Coalition, which includes Microsoft, Google, Dell, HP, Intel, Earthlink and Phillips represent a potentially "disruptive technology" that can bypass the telco/cable duopoly and bring broadband to areas unserved by telcos and cable companies.

White Spaces Coalition poised to move ahead with wireless broadband -- with or without FCC OK

The White Spaces Coalition, which seemed to be gearing up to take the Federal Communications Commission to court after the FCC recently panned prototype devices developed by the coalition to broadcast broadband signals in the "white spaces" between digital TV frequencies, appears to be shifting the burden back to the FCC.

There had been reports that the coalition, which is comprised of Microsoft, Google, Dell, HP, Intel, Earthlink and Phillips, had been mulling suing the FCC because it wasn't allowed to replace what it claims was a malfunctioning prototype that didn't assure government testers it wouldn't interfere with TV broadcasts.

Now it appears the coalition is preparing to move forward with or without FCC approval, according to this Broadcasting & Cable article. In short it looks like the coalition is telling the FCC if it has a problem with the devices, then the ball rests in its court to intervene.

Some commentators believe the coalition can't get a fair testing of its prototypes by the FCC because they say it's reluctant to approve a so-called "disruptive technology" that could threaten the existing duopoly of the telcos and cable companies and bring broadband where they aren't willing to go.

Well too bad. The telco/cable duopoly can no longer have it both ways, wanting to maintain territorial hegemony while at the same time leaving much of the U.S. mired in broadband black holes. The nation badly needs a "third pipe" to rapidly bring broadband to those who lack access.

Microsoft wants FCC to reconsider white spaces prototype interference test

As reported last week here, the FCC has told the White Spaces Coalition to go back to the drawing board after its prototype devices to deliver wireless broadband over unused "white spaces" in the television broadcast spectrum failed initial testing to assure they wouldn't interfere with TV and wireless microphone signals.

The Washington Post reports one of the coalition's members, Microsoft, wants the FCC to reconsider because it contends a backup prototype worked without producing any interference. The Post reports the FCC is to meet later this week to discuss testing protocols.

This is a major story that deserves close attention because if the devices pan out, they could provide a desperately needed "third pipe" to break the stranglehold of the telco/cable duopoly that has left large parts of the U.S. unwired for broadband.

White Spaces prototypes fail initial FCC testing

As reported on this blog some months ago, the Federal Communications Commission has been testing a prototype device developed by the White Spaces Coalition that uses different transmission technology to beam ultra-fast wireless broadband via unused "white spaces" in the TV broadcast spectrum between 44 MHz and 885 MHz. The coalition is comprised of Dell, EarthLink, Google, HP, Intel, Microsoft, and Philips Electronics.

A major objective of the testing is to determine if the prototype would interfere with TV signals and wireless microphones. Two prototypes tested apparently do enough of the time that the FCC told the coalition to go back to the drawing board:

This report determined that the sample prototype White Space Devices submitted to the Commission for initial evaluation do not consistently sense or detect TV broadcast or wireless microphone signals. Our tests also found that the transmitter in the prototype device is capable of causing interference to TV broadcasting and wireless microphones. However, several features that are contemplated as possible options to minimize the interference potential of WSDs, such as dynamic power control and adjustment of power levels based on signal levels in adjacent bands, are not implemented in the prototype devices that were provided. Given these results, further testing of these devices was not deemed appropriate at this time.

White Spaces Coalition device could compete with satellite, cable and telco TV

Earlier this year, the White Spaces Coalition, comprised of Dell, EarthLink, Google, HP, Intel, Microsoft, and Philips Electronics, submitted a prototype wireless broadband device to be tested by the Federal Communications Commission. The device would utilize unused portions of the television broadcast spectrum, 2MHz to 698MHz. Like current TV signals, it would penetrate structures.

The coalition is hoping to have the device approved for use when analog TV broadcasts cease in February 2009 in favor of digital transmission.

The coalition's device reportedly has the potential to deliver download speeds approaching 80Mps. That means it could not only compete with and blow away much of existing wireline broadband providers -- with the exception of Verizon's FiOS -- it could also pose a threat to TV providers -- satellite, cable and telco TV -- if the FCC approved the technology for transmission of digital TV signals. At 80Mbs, there's sufficient bandwidth to transport multiple high definition TV channels.
